Laura has worked with California community health centers for the past two decades, with roles ranging from providing direct patient services to clinic management, quality improvement, program direction, and government affairs at the local, regional, state and federal levels. Prior to joining the California Primary Care Association (CPCA), she served as the Director of Community and Government Affairs for a Bay Area regional consortium of health centers for seven years, where her work focused on improving access to coverage and care for the remaining uninsured, addressing social determinants of health, developing and strengthening inter-organizational networks and advancing data sharing initiatives. In this role she led successful advocacy efforts that expanded access to primary care coverage programs for uninsured individuals in twenty-one California counties. As CPCA's Deputy Director of Policy and Regulatory Affairs, she has focused on health center financing, Medicaid benefits and services, managed care policy, and plays a key role in leading annual state budget advocacy. Laura holds a master’s degree in Healthcare Administration and Interprofessional Leadership (MS-HAIL) through the University of California, San Francisco.
